Bountiful is built on a slope. Neighborhood streets rise steeply from Main Street toward Bountiful Boulevard, which traces the east bench above town with sharp grades, blind curves and little usable shoulder, and road cyclists ride it year-round. Below the bench, riders cross 400 North, 500 South and Main Street among shopping driveways and church parking lots, and foothill trails such as Holbrook and Kenny Creek bring mountain bikers, hikers and dogs to the same trailheads.
A car and a bike meeting on a steep curve leave almost no time to react, and the insurer's version of events usually starts with the rider's speed. Bountiful City Police take reports inside city limits, and the Utah Highway Patrol generally handles I-15 and Legacy Parkway. What Utah Law Says About Riders
Rights of a driver. Utah Code § 41-6a-1102 gives a bicyclist the same rights, and generally the same duties, as the driver of any other vehicle. Room to pass. Under § 41-6a-706.5, a motorist may not knowingly, intentionally or recklessly come within three feet of a person on a bike or try to push one off the road. On Bountiful Boulevard's curves, that often means a driver has to stay behind a climbing rider until the road straightens out.
Taking the lane. A slower rider keeps near the right edge when practicable, but § 41-6a-1105 excuses that duty for a lane too narrow to share safely, for parked cars, gravel, animals or other hazards, and before a left turn. The same statute lets a cyclist treat a stop sign as a yield after slowing to a reasonable speed and yielding to pedestrians and cross traffic, so a rider rolling through a quiet bench intersection may be doing exactly what the law allows.
Sources of Payment
After a driver hits a cyclist, look at each of these:
- The motorist's liability policy, which answers for medical costs, lost income and pain caused by that driver's negligence.
- Your household auto coverage: PIP can pay first-dollar medical bills and part of your wages even though you were on a bike, depending on the policy, and UM and UIM coverage steps in when the driver had no insurance, too little, or fled.
Utah's minimum liability limit for policies written or renewed since January 1, 2025 is $30,000 per injured person (§ 31A-22-304), which does not go far against a hip fracture or a brain injury. For the claim process step by step, read our guide to Utah bicycle claims.
Fault Percentages, Helmets and Time Limits
Under § 78B-5-818, the fact finder assigns percentages of fault; your share reduces the award, and you recover only when the defendants' combined share exceeds yours. The helmet requirement in § 41-6a-1505 reaches riders under 21 on e-bikes, not traditional bicycles, and the statute bars using a missing helmet as evidence of negligence, injuries or mitigation of damages. Bountiful Roads and Trails Riders Use
Bountiful Boulevard. The bench road's grades and blind bends put fast descenders and slow climbers in the same lane as drivers heading home, and drivers backing out of sloped driveways have little view of a bike coming around a curve. 400 North (SR-106) and 500 South. The main links between I-15 and town, with left turns across traffic and busy store entrances. Main Street. Two lanes past shops and churches with cars parked along the curb, where an opening door can put a rider on the pavement. Foothill trails. Holbrook, Kenny Creek and other routes above town; Davis County says its trail maps cover more than 500 miles of trails countywide, and county rules require dogs to be leashed on them.
Trail collisions. On a sidewalk, path or trail, a rider must yield to pedestrians, give an audible signal before passing one, and may not ride negligently into a pedestrian or another cyclist (§ 41-6a-1106). When the crash involved another rider or a loose dog rather than a car, a homeowner's or renter's policy is often where the claim goes. Riders heading to FrontRunner use the Woods Cross station at 750 South 800 West, just west of Bountiful, where a different agency may take the report.

A driver passed me too close on Bountiful Boulevard and I crashed without being touched. Can I claim?
Possibly. Utah Code § 41-6a-706.5 applies to a motorist who knowingly, intentionally or recklessly drives within three feet of a cyclist or tries to force one off the road, and a negligence claim does not require contact. Witnesses and video carry these cases.
I was in the middle of the lane on a curve. Is that my fault?
Not necessarily. Utah lets a rider leave the right edge when a lane is too narrow to share safely with a car, or to avoid hazards. Whether your position was reasonable is part of the fault comparison, not an automatic defense for the driver.
Can my own car insurance pay after a bike crash?
It may. Depending on your policy, PIP can cover initial medical bills and some lost wages, and your uninsured or underinsured motorist coverage can apply when the driver's insurance falls short or the driver left.
A loose dog knocked me off my bike on a foothill trail. Is there a claim?
Often. Utah Code § 18-1-1 makes a dog's owner or keeper liable for injuries the dog causes, whether or not it was known to be dangerous, and Davis County requires dogs to be leashed on trails. A homeowner's or renter's policy usually pays.
