Weber State's campus sits on the east bench of the Wasatch, and the arterials leading up to it carry students on foot, cyclists and drivers turning into campus lots. Mid-block crossings and turning conflicts are the recurring pattern.
Past the canyon mouth the road narrows, the shoulder disappears and weekend traffic heads for Pineview and the ski areas. Winter ice and summer motorcycles make speed for the conditions the first question in almost every canyon crash.
Who Writes the Report in Ogden
Inside city limits it is Ogden City Police; in unincorporated Weber County and much of the canyon, the Weber County Sheriff's Office; on I-15 and I-84, the Utah Highway Patrol. When a government vehicle, a work zone or a failed signal is part of the story, Utah's Governmental Immunity Act requires a written notice of claim within one year.
Utah is a no-fault state for the first layer of benefits, so your own policy's PIP pays at least $3,000 of medical bills and part of your lost wages (85% of gross income, capped at $250 a week, for up to 52 weeks) no matter who caused the collision, under Utah Code § 31A-22-307. Under Utah Code § 78B-5-818, you recover only if your share of fault is less than the combined share of the drivers you sue, and your award drops by your percentage.
Expect the adjuster to probe the gap you took on Riverdale Road, your speed in the canyon, or where a student was crossing near Weber State. Early photos, dashcam or store video and witness names are what answer those questions.
Filing deadlines
Most Utah injury claims must be filed within four years (§ 78B-2-307) and wrongful death claims within two. A claim against UDOT, UTA, Weber County or Ogden City needs a notice of claim within one year. Details: Utah injury deadlines.

Union Pacific's Riverdale yard and freight lines run through the Ogden area. A crossing crash brings in the railroad, the gates and signals, and the sight lines, and it is investigated differently from a car-on-car collision.
