North Logan fills the ground between Logan and Hyde Park on the east side of Cache Valley. US-91 is its main north-south artery, carrying traffic from Logan toward Smithfield and the Idaho line. SR-252 runs north on 1000 West in Logan and then east along 2500 North to meet US-91 in North Logan, giving valley traffic a way around downtown Logan. The state route's east-west leg ends at US-91 in North Logan. Drivers arriving from the west side of the valley at speed meet signals, turn lanes and neighborhood streets, and signal-timing disputes often decide who pays.
Heading south into Logan, traffic thickens toward Utah State University. Commuters, students and Connect Transit buses share the road, and a bus pulling back into its lane or a driver stopping short for a passenger sets up chain collisions.
US-91 continues through Hyde Park and Smithfield toward Richmond and Idaho. Speeds rise at the edge of town, and new subdivisions add side-street traffic that pulls out into faster lanes.
Cache Valley winters bring packed snow, black ice and poor visibility. Utah law requires a speed that is reasonable for conditions (§ 41-6a-601) and at least a two-second gap behind the car ahead in most traffic (§ 41-6a-711), so a driver who slid into someone else usually has some explaining to do.
Who investigates
North Logan is policed by the North Park Police Department, which serves both North Logan and Hyde Park from 2575 North 600 East. On state highways, the Utah Highway Patrol may also respond. A claim involving a city vehicle, a road defect or UDOT requires a written notice of claim within one year (§ 63G-7-402).
Before fault is sorted out, Utah requires your own personal injury protection to cover at least $3,000 in reasonable medical expenses and, for up to 52 weeks, 85% of lost gross income, never more than $250 a week (§ 31A-22-307). Read how Utah's no-fault system works.

With one of those met, the other driver's liability insurer owes the full value of the claim. If that policy is too small, underinsured motorist coverage on your own policy may cover more.
Section 78B-5-818 lowers your damages by your percentage of fault and bars recovery unless the defendants' combined fault is greater than yours.
In North Logan claims, insurers look at whether a left-turning driver on US-91 yielded to oncoming traffic as § 41-6a-903 requires, whether someone followed too closely in stop-and-go traffic, and whether speed matched the snow. Security video from businesses along the highway can be recorded over quickly, so ask for it early.
